Tea-bag chamomile is usually cut and sifted dust, which is why it smells flat and hay-like. These are whole buds with the yellow centers intact, so the fragrance still reads as honey and sage. Whole buds also garnish properly, which dust cannot do.
Warm your honey or simple syrup, drop the buds in off the heat, and leave them 20 to 30 minutes before straining. Chamomile is far more forgiving than lavender, so a longer steep brings the honeyed side forward rather than turning bitter.
